Doreen Vines

A Lifelong Commitment to Emergency Medical Education

Doreen Vines is a nationally recognized EMS educator and Nationally Registered Paramedic with over three decades of experience in emergency medical services and clinical training. As the founder and CEO of Global Medical Educational Training (GMET), she leads with a clear mission: to empower first responders, medical professionals, and communities with the knowledge and skills to save lives—locally, nationally, and across the globe.

She holds a Bachelor of Science in Emergency Medical Services from the University of the District of Columbia, where she was the first student to complete the university’s four-year EMS degree program. Additionally, she is a Certified Public Manager through George Washington University’s Center for Excellence in Municipal Management.

Shaping the EMS Landscape in Washington, D.C.

Before launching GMET, Doreen served as the Chief EMS Training Officer for the District of Columbia Fire and EMS Department (DCFEMS). There, she managed certification programs for EMTs and paramedics, oversaw continuing medical education, and helped modernize clinical protocols. She also co-led initiatives such as the “Pre-Hospital Pediatrics” project, advancing pediatric EMS care standards.

Her leadership helped transform the EMS education system in the nation’s capital, laying the groundwork for quality emergency response rooted in training, innovation, and integrity.

Global Impact: Strengthening Emergency Care in the Caribbean and Africa

Doreen’s passion for global service has taken her across the Caribbean islands and West Africa, where she has spearheaded EMS training and capacity-building programs for over two decades. Her work has included:

  • Establishing the first certified EMT course in St. Maarten
  • Conducting Advanced Cardiac Life Support (ACLS) training in Anguilla, Suriname, St. Barths, and St. Eustatius
  • Supporting emergency response development in Tortola, British Virgin Islands
  • Delivering EMS training for fire brigades in Kingston, Jamaica
  • Supporting system-wide EMT recertification in St. Kitts and Nevis
  • Leading a multi-week EMS education initiative in Imo State, Nigeria

She also plays a strategic advisory role as an expert panel member of the Caribbean Association of Fire Chiefs (CAFC), influencing regional policies and advancing EMS best practices.

Legacy of Leadership and Recognition

Doreen has been recognized with numerous awards for her contributions, including Instructor of the Year from DCFEMS and a Humanitarian Award of Excellence from Willing Workers of Quartier D’Orleans. Her legacy continues to grow through her mentorship of young EMS professionals, development of simulation training labs, and creation of international exchange programs.
